Are Apalitenos ready for the cityhood of Apalit? Before we answer this
question why dont we first review the potentials hold by this
southern Pampanga municipality for cityhood as of 2013.
What is a city? A city (lungsod, or sometimes siyudad in Filipino or
Tagalog) is a tier of local government in the Philippines.
Unlike municipalities, cities are entitled to one congressional
district and representative per 250,000 population count, and are
legally provided their own police force and allowed to use a common
seal. As corporate entities, cities have the power to take, purchase,
receive, hold, lease, convey, and dispose of real and personal
property for its general interests, condemn private property for
public use (eminent domain), contract and be contracted with, sue and
exercise all the powers conferred to it by Congress.
If Apalit becomes a city at present time, 2013, it can be classified
as a FIFTH CLASS COMPONENT CITY. According to The Local Government
Code of 1991 (Republic Act No. 7160), component cities are cities
which do not meet the requirements to become highly urbanized,
independent or independent component cities, hence they are deemed
part of the province in which they
are geographically located. Fifth class cities have a two to three
consecutive year income of PHP 80 million or more but less than PHP
160 million.
CREATION OF CITIES
The congress is the lone legislative entity that can incorporate
cities. Provincial and municipal councils can pass resolutions
indicating a desire to have a certain area (usually an
already-existing municipality or a cluster of barangays) declared a
city after the requirements for becoming a city are met. As per
Republic Act No. 9009, these requirements include:
* locally generated income of at least PHP 100 million (based on
constant price in the year 2000) for the last two consecutive years,
as certified by the Department of Finance, * a population of 150,000
or more, as certified by the National Statistics Office (NSO);* OR a
contiguous territory of 100 square kilometers, as certified by the
Land Management Bureau, with contiguity not being a requisite for
areas that are on two or more islands.
The Apalit is still one of the best candidates for cityhood in the
Philippines although it's profile doesn't yet meet the given standards
of Republic Act No. 9009 to become a city. But it is POSSIBLE if the
Apaliteños work harder hand-in-hand for the development of their place
and making the lives of their people even more better.

APALIT, Pampanga - Th production and distribution of rice in
Pampanga's rice granary in Apalit was boosted following the completion
an eight-kilometer road in two villages here that have been isolated
for many years. Balucuc Barangay Captain Gabby Mutuc said at least 70
percent of their some 10,000 residents depend on planting rice. He
added that nearby Calantipe, which has some 4,000 people, also depends
in rice production. Mutuc said the problem was they sell their
agricultural yield in Pulilan, Bulacan because it was nearer in terms
of travel time. The nearly completed road allows them to reach Apalit
town proper in about 30 minutes of land travel. They used to pass by
Pulilan and spent at least one hour and 30 minutes before reaching
Apalit's major business center. Calantipe, Balucuc and two other
nearby villages - Cansinala and Tabuyuc - are parts of the so-called
rice granary of Pampanga, said Mutuc. Mutuc said that the four
villages produce at least 628,560 cavans of palay yearly. He added
that the four Apalit villages have a combined 2,619 hectares of rice
land. "But that is just two harvests a year. We sometimes plant palay
three times a year," said Mutuc in the dialect. He added that Balucuc
is the top producer of rice among the four villages, producing some
300,000 cavans of palay per year. Apalit Mayor Oscar "Jun" Tetangco
said the farmers of the four villages will be able to sell their
harvests in their town, benefitting the local market. Tetangco said
they will also be able to buy their farming inputs and personal needs
in Apalit. He added that the people in the two villages will save time
and money in terms of transportation and travel cost. He accompanied
Gov. Lilia Pineda and Board Member Olga Frances David-Dizon on Monday
as they inspected the newly constructed road.
Pineda spoke with farmers of Calantipe and Balucuc and they spoke
about improving their yield. Pineda said she will assist the farmers
by providing them equipment and fertilizers. "We will also teach them
new technology on planting rice and other agriculture products," said

Calantipe. Tetangco said that since time immemorial, the people of
both villages went to Pulilan, Bulacan to conduct their business and
other activities. He said the travel time from Balucuc and Calantipe
to the Apalit town proper where the public market, several business
establishments and town hall are was about one hour and 30 minutes
before the road's completion. "Now, we can reach the two villages from
the town's capital in 30 minutes or less," said Tetangco, who added
they used to pass by Pulilan before reaching the other villages of
Apalit. "Some residents of Balucuc and Calantipe think they are from
Bulacan because they do almost all their daily activities in Pulilan,"
he said. Tetangco said the road was completed three years earlier than
he promised due to the support of the first-term governor who funded

APALIT - Two Rural Health Units (RHU) were inaugurated here on Tuesday
in a bid to help address the health and birthing needs of locals of
this town. Department of Health (DOH) Central Luzon Director Dr.
Leonito Gorgolon led the turnover of the P8.5 million RHUs and
birthing stations to the Municipal Government of Apalit. Attending the
ceremony on Tuesday were Governor Lilia
Pineda, Apalit Mayor Oscar "Jun" Tetangco and Board Members Fritzie

with a combined population of some 15,000. The RHUs and birthing
stations were constructed beside the municipal hall in Barangays San
Juan and Baluluc, an isolated village near Pulilan town in Bulacan.
Baluluc, which is an hour from the Apalit, has some 10,000 residents,
while nearby Barangay Calantipe has 5,000. Mayor Tetangco said they
are thankful for the completion of the projects after almost two years
of delay due to "political reasons." He added that the town is
thankful for Pineda's support in the completion of the
projects. "Our people can now reap the benefits of these projects,"
Tetangco said. Gorgolon, for her part, said the projects would greatly
help in preventing cases of maternal and child deaths here, as the
facilities will serve as forerunners of medical services to pregnant
women in poor communities. Gorgolon said this project is part of the
"Aquino Health Agenda Program," wherein the National Government
invested at least P7 billion for the establishment of birthing
stations and other maternal facilities in the country. Gorgolon noted
that for the province's fourth district alone, 14 birthing stations
have already been constructed in coordination with the concerned local
government units and Provincial
Government. "No mother should die for giving life," she added. The CHD
director also told the local and provincial officials that anytime
this month, DOH Secretary Enrique Ona is expected to visit the
province of Pampanga to inspect various birthing stations constructed
under the health agenda of President Aquino. "Dito po sa Apalit una
kong dadalhin si Secretary kapag dumating siya dito sa Pampanga dahil
